I bought Dreamweaver about 10 years ago. I haven't used it in about 5 years. I'm trying to open it up now. Adobe Application Manager comes up and asks for my email. I enter my email and it says I don't have an account. Chat was a dead end. Is there any tech support? Do I now have to subscribe to use it again?

1. Reactivation of legacy products may not be possible anymore due to aged-out activation servers.
2. 10 year old web software is obsolete & unsupported. The web & devices people use now have changed too much.

MacOS 10.13 (High Sierra) is a very old OS, 6 versions removed from the current one. Apple ended support for it in early 2021. 😓
I'm relunctant to suggest reinstalling because 1) your system is quite old and 2) I can't guarantee legacy CS6 can still be activated. This might all be for naught.

Maybe we should approach this from the other direction.
What do you need Dreamweaver for -- to edit code from an old website or to create a completely new site?

If you want to check if you have an account, you can go to https://account.adobe.com and try to reset your password, but as others have said, the DW version is no longer supported and you could run into issues with re-installations. Also being that DW is in minimal maintenance, a new subscription for it is likely not good either so you may have to look for alternatives although with Mac OS 10.13, your options will be quite limited there as well and it might be time for an upgrade all around.
