Drop Down CSS Menu

I redesigned a new website for a company based off of a simple template.

I have the javascript code to get it to work, but something is preventing it from functioning.

I'm not sure where to place the javascript function in the template so that its called properly

for the drop down menu.

Any help would be greatly appreciated!
