DW 21.4 Moving the toolbar to the top of the window

I last used DW about 15 years ago and was fairly proficient with it. But changed jobs and stepped away from it. I just downloaded and installed the latest version but cannot figure out how to move the toolbar from the side of the window to the top of the window. I am working on a Windows machine in Developer view and I have tried looking through the online documentation  but so far no luck. Can anyone help with this.  Thank you in advance.

Go to Window > Toolbars.  Select desired ones.

  • Document (Code | Split | Design/Live)
  • Standard (Icons)
  • Common (Code View tools)

 

Common Tools are vertical for working with Code. You can move the Common Toolbar left or right with click, hold and drag until you see a blue bar and then release.  Common Tools can't be made horizontal to fit the top.

The tools you may be remembering across the top of the application frame, would likely be the "Insert" window.

Go to Window > Insert or hit Ctrl/Cmnd + F2 to open it. Then grab the named tab and drag it to the top until you see the blue highlight stretch across the application frame, and release it.

This will give you insertable options across the top, for html, forms, templates, bootstrap etc... as a toolbar vs the standard panel.
