There are a ton of files in those packages. What do you want to edit? You'll have to set up a localhost server to make the packages work on a local machine. Look for MAMP or WAMP (mac / windows) to setup a PHP/MySql and Apache server on your local machine.

If you're a newbie to PHP and Java programming then you'll have to go through a fair amount of training to do much of anything but use those scripts in a site of your own.

Converting a site from PHP to ASP.NET is a complex process that cannot be automated. Moreover, Dreamweaver no longer supports ASP.NET server behaviors.
