I have an old windows computer that I've used to create my website. Can I install dreamweaver and my website files on my new computer as well?

The licenses were typically for 2 computers (laptop and desktop). If you have used up your licenses you can deactivate them to install them on another machine ( https://helpx.adobe.com/download-install/kb/activate-deactivate-products.html ). However, you should be aware that CS4 is now 13 years old and may not run on your new machine. In Windows it was only certified for Vista and XP. Depending on your application and what you are trying to do with your website, you may also want to consider using a CMS (ie: Wordpress, Wix, etc.) instead of a version of DW that old.

I was told the aged out activation servers for CS1 - 4 have been taken offline.
Assuming you have the installation disks you received at purchase and a legitimate serial number, a fresh install on a new Windows computer might work or it might not. I'm afraid that's the risk you take with discontinued, unsupported software.
That said, Adobe isn't interested in old software. They only support the last 2 Creative Cloud versions -- 20 and 21.

To answer your other question, yes. You can move your site folder from the old computer to your new computer. HTML files can be edited with any modern code editor.
