How to install extension for all users?

How to install extensions for all users? I'am using Windows Vista sp1 x64 and Adobe Extension Manager 2.0.274. "Run as administrator" doens't work.

You may have to log in as the Administrator user rather than "run as adminstrator".

Beyond that, are there really enough users on a system that they can't install the extension(s) they need themselves?
