Http 400 Error Bad Request

On CS3, from a PHP page I am trying to select my database, from the select button on the MySQL Connection entry box, the database is on a third part server.  I keep getting an Http 400 Error Bad Request error, can anyone give me any ideas on what to look at?   I have verified that I am entering the correct server name, user name and password correctly.

Have you defined your Testing server correctly? The Testing server folder and URL prefix should both point to the same location, the first as a physical path to the top level folder of your site, and the second as the URL.

Also check that your web server and database server are running, and that a software firewall or security program isn't blocking access between them.

I believe I have it setup correctly. I can make connection to upload the

web pages, see my setting below.

Here is my connection setting for the database:

But where I am getting the error is when I click select, to choose the

database, after it tries to connect to test the database I receive the

error message.
