If your client wants a specific design for desktop and mobile, do you charge him for two projects?

A client contacted me on Upwork. You know prices there can't be that high because there are so much freelancers willing to do the job for less money. I usually build my websites already responsive on Dreamwaver because it's quiet easier. But this client sent me psd files of the desktop and mobile versions. So, he wants a specific design for mobile. This will take much more work and time and I think I won't accept it if he doesn't increase the budget. What do you guys usually do?

    It all depends on the layouts required, and how different the graphic requirerments are, though simple changes like a different image or changes in the order of the content are now so easy to do that increasing the cost cannot be justified.

    I can't comment without seeing how different the comps are.  But don't undersell your work.  If you know this is going to entail more time & effort than usual, be sure to say so up front.
