Image Hot Spot Issues

Hey y'all! I'm trying to create a hotspot over an image I've place in my HTML. I am in "DESIGN" view, so I am seeing the cross hairs to draw my hot spot, but when I click and drag either shape, nothing happens. What am I missing?

I can't replicate the problem under Windows 7 in CC2017.

If I had the issue though, I would try clearing the program cache and/or restoring preferences and if the problem wasn't solved, a cleaner tool reinstall...
