I'm under windows 8.1. how to use dreamweaver ? or older version like 2017 ?

If you have an older version it should still run.  Are you having an issue installing/re-installing the software?  Unfortunately, if you don't have older software of your own, you are looking at trying to find software for an 8+ yr old computer.  My suggestion in that case would be to look for alternative software, use a CMS that doesn't require you to have code editing software (ie: Wordpress), or consider an upgrade.

I would avoid CC 2017... CC 2015 is a solid version if you are familiar with the original  Dreamweaver code editor... CC 2017 was the first version with Brackets code editor integrated which IMO was a disaster...

Even if you could get hold of an older version of DW (which Adobe no longer offers), Windows 8 won't help you.  It's not supported by any Creative Cloud apps. Sorry. 

You need a 64-bit Win10 PC (1903 or higher) just to download Creative Cloud desktop app which is essential for managing your other CC products and services.  See link below for the minimum system requirements.

If you can work with code, maybe Visual Studio Code from Microsoft will work on your old PC.
