Making a static navigation bar

I have made a Navigation Bar in Fireworks with drop-down popups. No problem. I want to keep it stationary at the top of my pages, and have the pop-up menu items link to anchors in each page.

I've put the navbar in a frame to keep it stationary, but then I have 2 problems:
1. it seems I have to make the frame HUGE to allow room for the popups, and
2. How can I link the popup URLs to open with the navbar frame at top, and the page open to the bookmark in the main window?
Or should I not be using frames at all?

Yes.

Apart from all the other problems, you cannot get flyouts to display
across frames. Each frame is a separate document window. Many others
will also warn you that you shouldn't be using Fireworks to create your
menu. Use FW to create the graphics, but create the menu itself in DW.
