It all depends upon how complicated you want it to be. I use
Visual Studio
but you can also use Visual Web Developer which is a free
download at
http://msdn.microsoft.com/vstudio/express/vwd/download/.
MS also have a product in development called Expression Web
Developer which
is also available as a free download at
http://www.microsoft.com/products/expression/en/web_designer/default.mspx.
This will seriously challenge DW when it is finally released.
