Put will not work in Dreamweaver: "An FTP error occurred - cannot make connection to host. User limit reached or not authorized to make the connection due to local firewall.

I'm not running any firewalls locally.  Any idea what this could be?

Try uploading using the free Filezilla FTP Client. If it works there, at least your site will be updated while troubleshooting continues with DW.

If it doesn't work, it would point to an issue at the server level. Contacting your hosting company would be the only way to fix it.

If FileZilla can't connect to your server, contact your hosting provider to ensure you have proper credentials and permission to access that server.

I should have mentioned that I already tried FileZilla.  Curiously, it worked for a few days and then also stopped working.  The server is GoDaddy.

GoDaddy is notorious for resetting server settings and failing to tell customers.

Contact your host and if necessary, ask to be escallated to a supervisor.
