Setting up Testing Server for PHP

Hi,
I am new building dynamic pages with Dreamweaver, & am having some very basic problems with setting up the testing server. When i try to test the server, I get the message:

'An FTP error occurred; Dreamweaver cannot make a connection to the host.'

What is going on? Any help is appreciated. Thanks.

The first question: on what platform? Windows - Mac?
I only succeeded in setting up a testing server on my Mac with PHP and MySQL after reading a book of David Powers. On Leopard I belief there still are problems connecting PHP to MySQL.
