Have you contacted Blue Host to see if anything has changed on your server recently?
It's not unusual for hosting companies to goof up user credentials when upgrading servers.
Have you tried adding your domain name, rather than the IP address in the FTP Address field?
Also, the "Web URL" field will usually be your actual www web address, not the ftp location.
yes I have had a long conversation with blue Host and they are satisfied that their end is correct.
That said, it is still curious why testing server works but remote does not with the exact same credentials.
Recall thats nothing had ever changed for years when I SUDDENLY got these error messages.
Maybe i'll try those things you suggest now.
ok nothing suggested works for the remote server.

Thanks for sharing the snapshots.
So, we could conclude you are facing problem via FTP connection.
As per the error msg, it says you are entering incorrect credentials.
So i request you to try and let us know , if you are able to connect to other clients using same username, password say "Filezilla" or "Putty". If yes, this way it will confirm that username/password has no issues.
