As a point of fact, ALL websites use code.  That's the language of the web.

If you're asking if you can create sites without any coding skills in Dreamweaver, the answer is yes & no.  You can create a very basic, no-frills brochure or information site that contains no interactive elements.  But beyond that, you'll need to work with code or use 3rd party commercial extensions (AKA plugins or widgets).

Does that answer your question?

Knowing how it all works is much better for you, especially if you plan to build sites for clients, but one of the best DW extension developers out there is Project Seven

If you have a budget, their extensions can take a huge amount of coding off a graphic designer's plate.

As @Jon Fritz said Project Seven is a good resource for Front End extensions.

For Back End extensions (data-driven, scripting) for blogs & e-commerce, look at WebAssist and DMX Zone.

All was said by @Nancy OShea and @Jon Fritz , it all depends about what you want to build.

Today, between brochure-style websites and PWAs, there is a big gap that DW cannot bridge whithout any coding knowledges.
