Toolbars Not Docking in DWCC 2017

When I try to dock the "Standard, Document or Common" toolbar, it doesn't dock on each other.

It will only dock on top or bottom of an existing toolbar. I can't nest all 3 side-by-side.

Also, what happened to the right-click on toolbar to show/hide the 3 toolbar's.

    So, it has been removed.... of course it was.

    You guys just CANNOT leave things along, can you.

    Add one thing, take out 5 things.

    What else was removed?

    Who runs that place anyways... please get a smart person in there.
