Vertical scrolling optimized for smartphone

This website appears to have some sort of coding which optimizes for hand-held devices:

The Hill - covering Congress, Politics, Political Campaigns and Capitol Hill

Whatever it is, it makes scrolling using a mouse a very frustrating experience, slowing down the process. Using the pg up and pg dn keys is also very slow. Is there some code in place affecting vertical scrolling?

    There's a smooth scroll javascript being used. I don't see the usual suspects listed in the source code, so it's likely wrapped up in one of their gibberish file name <script> links.

    Nah, it's wonderfully smooth if you use slow, deliberate page up and page down key presses, at least in Firefox.

    They likely botched something in whichever script file is supposed to be controlling it, or it's one of those scripts that "works great in IE8".
