Why does my gif not Loop Forever?

I have 2 small waving American flags on my website logo. They are set to loop forever but after 30 seconds, they stop. Can I fix this?

Whoever made the animation, set it to loop 32 times.

That would need to be changed in Photoshop (it's not an HTML issue).

1. Open the .gif in PS
2. Go to Window > Timeline
3. In the bottom left of the Timeline Window, click the small triangle by 32 and change it to Forever
4.  Hit Ctrl + Shift +Alt +S to Save for Web
5. Verify GIF is chosen and hit Save
