FTP connection issues

Below is the screen shot of the error I get when I try to connect to the FTP server. When I first installed dreamweaver I was able to connect and transfer all the files I needed to my computer. After that I have never successfully connected again. There is also a webpage on this server that I can no longer access. However, I can access it outside of my network at a neighbors house. I have worked for about 2 weeks with support from the router company and we made a fair amount of changes and still nothing. I am doing volunteer work and trying to maintain a website. Any suggestions are welcomed I am frustrated.

If you can access the server at a neighbors house but not your own, then I think we can safely rule out DW as the cause of the issue. Next time you go into DW, click on Site->Advanced->FTP Log and try to log in via FTP again. Let us know the error that is being returned in the log.
If you are able to use another computer not on your network, I'm thinking the issue could be server-side that is preventing your computer from accessing the server. In that case someone on the other end will need to make sure your IP is whitelisted so that you have access if that is necessary, or remove you from a blocklist if you were accidently placed there.

I tried this and it still does not work. Nothing appears in the log. The thing that really troubles me is that after these issues starting happening I can no longer access the website from home.

Try disabling all firewall software on your computer (temporarily). See what happens.
If you are still unable to access, then it sounds to me like this is a server-side issue and a server admin will need to look into the issue for you.

Have you tested using a dedicated FTP program like the free Filezilla Client?
It might be worthwhile, if you can upload there, at least your site will be updated while troubleshooting continues in DW.
If you can't upload from there, but can still access it from another network using the same devices (laptop or mobile), in addition to Ben's note, it could point to an issue with your local network hardware.
If all of your network settings are identical as far as firewalls and filters go, and your FTP credentials work from other physical locations, it could be a physical problem with your router. I had something similar happen years ago, where I could log in and upload without issue from anywhere but my home network. I could still get online and most other activities worked without problems, but uploading in DW and connecting to one online video game just wouldn't work no matter what settings I changed.
Turned out to be a known hardware issue with the router, replacing it fixed the problem instantly.

I tried filezilla Client and I get connection time out could not connect to server. I have worked with support from the router company and nothing has helped. I have reset the router and I have updated the firmware and still nothing. This morning I went over to a friends house and tried accessing the website with my laptop and it was successful. I then launched DW and tried the FTP and it failed just like at my place. I then could no longer access the website after the FTP failed.

That sounds very much like something is extremely messed up at the server level.
Explain that last post to your hosting company, they've got some work to do it sounds like.

Accessing the web site in a browser and via ftp are not the same thing.
If your router is provided by your isp then it may be worth checking any security setting set-up via your account.

If I connect to an open network Xfinitywifi I can then display the website. Then I go back to my SSID and then no access.

This is either something happening at the OS or router level.
You stated "I then could no longer access the website after the FTP failed". Does this mean you could BEFORE FTP?
If so, does this happen only with Dreamweaver FTP or does FileZilla cause the same behavior?
If you can get to southyubariverstatepark.org before an FTP attempt, try this BEFORE FTP. If not then do this anyway.
See if you can ping your site.
Open a Command Window and type: ping southyubariverstatepark.org
And hit [Enter]
I get 173.195.184.126 as the IP address. What do you see?
You can also try using telnet to check the port access.
First you would need to add the 'Telnet Client' feature from:
Control Panel\Programs\Programs and Features, Select 'Turn Windows features on or off', then check 'Telnet client', and click OK.
Then try to telnet to the FTP server with:
TELNET southyubariverstatepark.org 21
If it connects you should get a 220 Welcome message.
If you do then try logging into the server with:
USER [ftp_username]
PASS [ftp_password]
If this works you should get a 230 Logged on message.
[ftp_username] = The username you use in Dreamweaver, do not type the [] brackets.
[ftp_password] = The password, again, no [].

Before the FTP timeout on Dreamweaver I was able to get to the website. After the errors from the FTP and I attempt to open the website here is what happens.

I really suspect a deep trouble with DW FTP client...
I have submit a bug a while ago, since one of the last Next and 2018 update...
A web project was accessible by DW (old build prior to 2017)... so I have exported the .ste file
4 different web project are layered on the same web server... different DNS, but same web master IP and same port
now with CC '2018 and next...
3 of them are accessible but the fourth...
I try filezilla, browser, cute, ultra... alll works but DW
I have submit a bug report... no answer until now

ah... I went back and reverse to DWCS6... and there it works like a charm
