As far as I know its used for compiling less and sass files and for device preview - May be used for other tasks I'm not sure.

no concerns just wanted to know what it's used for in dreamweaver 2019  such as is it used for in app updates or file syncing etc..... thanks

It may well be used for that.  But these are just guesses.  Adobe does not share that information with product users.
