Adobe Flash Player ActiveX says it's installed, but it's actually not...

I'm currently trying to get Instantstorm working for my PC again and what that is, it's a program where you can make custom screensavers and Flash Player ActiveX is needed. I used these two links below:

And still no luck. All I'm getting as a result is annoying errors along with frustration. A few days ago, my screensavers were working fine, then my computer decides to update and now they don't work anymore. I even tried to revert to an older previous version of Flash Player, but of course I run into even more errors. I'm currently trying to get it working for Internet Explorer, but no luck. Apparently the ActiveX plugin is installed on Internet Explorer and even says enabled. However in the link I posted above (Flash Player Help), I went on that link from Internet Explorer and says it's not installed even though it says it is.

I don't understand any of this. I tried reinstalling or updating, but results are still the same. The installer would just say I have the latest version of Flash Player, but it won't work. This is on Windows 10 by the way...

Microsoft released a patch this morning that may resolve this issue for you.  Please run Windows Update.

If you're still having issues, a link to the application you're trying to use would be helpful.
