Allocating more storage to a site

I'm on a Mac running Mavericks. Latest version. Also latest versions of Firefox and Flash Player.

How do I allocate more storage to a particular site? The preference pane has only three choices, Allow, Block, or Ask Me First.

Where can I go to access more control?

Use the Flash Player Settings Manager to specify allocations for specific sites.

Where do I find that? I don't seem to have that on my computer.

Or right click ANY flash content, and choose "Settings".

It's the middle tab.
