connecting my webcam to www.cam4.com to broadcast

want to connect to www.cam4.com to there broadcast, again i cannot do it -its not your program it is me, i fail to understand all what i have to do, need step by step clear instruction-this is what i have dun

1.on cam4 site -clicked on to broadcas   2,unde rlocal storage(edgecast,cam4s.com is requesting permission to store information on my computer 3. clicked on to allow (also Microsoft camera and microphone allowed  again on edgecast.can4s.com)no picture showed up  4.now clicked on to global setting-in power/allow sites to save information my computer delete all but added www.cam4.com. -marked allow 5.under camera and microphone added Microsoft camera and mic--added www.cam4.com---under playback marked ask me when a site wants to use peer assisted networking--6. under advance setting---data delete all----7. flash player marked it to notify me to install up dates  -----after all this when back to setting and still showing edgecast.cam4s.com,  8. local storage privacy same-display check enable hardware for acceleration AFTER ALL THIS STILL I WAS NOT BROADCASTING-HAVE NO IDEA WHAT TO DO, CANNOT AFFORD TO BRING IN A TECH TO DO THIS FOR ME -I AM RETIRED ON PENSIONS
