Deploying AcitveX Flash 12.0.0.44 via SCUP 2011

We have deployed Adobe Flash Player 32-bit/64-bit ActiveX 12.0.0.44 with SCCM as an update. We have a mix of XP, Win 7, and Win 8 in our enviroment.

over half of our enviroment is getting the error below. The exit code that shows up in SCCM is 0x80070643

I created a package for the update with the following command install_flash_player_12.0.0.44_active_x.msi /qn

This works like a charm.

Please help I would like to deploy this with our Windows Updates instead of a separte package.
