Download of flash does not work - windows 7

Many downloads tell me I need to install flash player. When I go to the site and do the download it tells me it is done. However it is non functional. No shortcut or any other indication. and when I go back to the site that requied the new flash it still gives me the same message. Is there some virus software that interferes with this and if so, how do I get past it to complete the install?
