This isn't Flash Player blocking anything.  It's Chrome blocking Flash Player from operating normally.

Chrome now requires that you authorize Flash Player to run, every single time you load a page.  There's no "remember", and there's no way to turn the behavior off.

If you click the "Secure" or Info icon to the left of the address in the address bar and choose Site Settings, you should be able to enable Flash Player from there.

Ultimately, Omegle needs to change their site.  You should complain to them about the bad user experience.

Yep, Chrome requires you to authorize Flash Player each and every time the page loads.  You'll need to click the puzzle icon and then allow it, every time the page loads.

Alternatively, you could use another browser that has less aggressive Flash blocking.

But yeah, you should ultimately complain to Omegle.  That's Chrome's goal.  Make users complain so that people will change their websites to stop using Flash.  The more people complain, the more likely they'll be to make the change.
