I don't know if this is the right place to go to ask, but I don't know what's causing the problem. Any video I watch (on YouTube, Facebook, etc) has no color, with the exception of blue and purple. This is an odd glitch, and it is not just a problem exclusive to Google Chrome (the browser I use), it also occurs on Windows Movie Maker, and any videos saved on Movie Maker are permanently given this effect. Any help would be appreciated, and again, I'm not sure if Flash Player is the actual cause of the problem.

If you're having problems with video utilities that don't use Flash, I think you have your answer already.
This is probably a video card driver issue, although I've correctly diagnosed one bad video cable this year over the forum. You're into that kind of territory.
Our video troubleshooting guide describes how to disable hardware acceleration in Flash. If you're still seeing the color issue, seriously, go grab a known good video cable and try it out. If it's a laptop, you may have other problems...

I am using a laptop. However, I have already disabled Hardware Acceleration, and I am still having that problem.

It's certainly something below us. It's probably drivers. If it was something like the connection for green output was physically severed, then everything would have the color issue, but it may be that the drivers inadvertently switched the order in which they want the colors (BGRA vs RGBA) during an update or something.
The output of dxdiag would be interesting.

Image for reference, how I see videos on the left and how the original video looks on the right.

Yeah, that's pretty weird. Since you're getting some red (via the purple colors), but there's no red in the Villager icon, it's probably not a physical problem. You're missing all of the green and most of the red.
This is super interesting, but you're the only person I've heard complaining about it.
If you want to file a bug with steps on reproducing the problem, you can do that here: http://bugbase.adobe.com/
If you reply with the bug number, I'll have someone take a look and try to reproduce it on similar hardware. I'm still pretty sure this is graphics drivers.
