Followed troubleshooting, Flash Player still disabled!

Greetings, let start by saying that I've followed the FAQ and troubleshooting, according to which I've enabled the Flash Player at my Internet Explorer's Internet Options tab AND disabled Activex Filtering (both of which were already that way to begin with), yet the issue still persists. I cannot see the animation of the tree or clouds and the website tells me that while the flash player was pre-installed with IE, it is still disabled!

I've tried a variety of ways to fix this issue, mainly reinstalling and uninstalling a lot, browsed through google, and I really don't know what else I can do.

My flash player seems to be disabled no matter what.

What should I do now?

Adding an image to show that while Flash Player is enabled on my add-on list, it is still disabled (as can be seen by your website check):

Internet Explorer 11 made a LOT of changes to how the browser identifies itself and to how JavaScript gets executed.  I have a feeling that this page isn't working right in IE11.  I'm on the road and don't have my Win8.1 machine with me, but my guess is that enabling compatibility mode for this page would do the trick.

Until the Internet adjusts to all of the changes that IE11 made, I think you're going to regularly run into content that doesn't work as expected.  You might want to keep an alternate browser like Google Chrome handy as a workaround. 

That said, do you see Flash content on a really simple old-school Flash site like this one?

I get a black screen from that website:

I've tried adding it to the Compatibility View list, and now it asks to install the latest flash player, while at the end of the install it says I am already using it (and so it repeats):

I need  it on Internet Explorer since I am using some softwares that are integrated with it and require Flash Player to work on it. I'd tried looking for a method to downgrade it from IE11 to IE10 but nothing really seems to work.

Yeah, Flash Player is an built-in component in Internet Explorer on Win8 and higher.  We don't have a separate distributable because it's bundled directly into the browser.

I brought this up with my counterparts at Microsoft the other day, and they made a recommendation that I haven't had a chance to try out:

Use the System File Checker tool to repair missing or corrupted system files

Please let me know if that works out for you.

I ran the SFC and it fixed some issues; however, there was 1 issue (CNBJ2530.DPB and prncacla.inf Corruptions) that couldn't be fixed, so I downloaded the fixer from this website:Sysnative Forums and that fixed it. The original problem, nevertheless, still persists.

Is this a common occurrence among windows 8 users?

This is a pretty big deal, not having Flash Player working in IE. How can Microsoft leave matters unanswered for so long, or at least provide an alternative solution such as reversion to an earlier version?

This is not a common Win8 complaint.  It's specific to your machine.

My working theory is that at some point during your troubleshooting effort, you damaged the Flash Player installed with IE.  I've done this to myself multiple times when testing (I'm usually manually unlocking, removing and replacing files in the OS), but I don't have anything on the machine that I care about, so I just re-image it when it gets into a wonky state.  I'm wondering if running the uninstaller intended for Win7 will cause this, but I haven't had a chance to try it out.

Because there's not a standalone installer for Windows 8+ and Internet Explorer, the option of just uninstalling and re-installing Flash Player isn't going to work out.  You might be able to uninstall and re-install the IE feature entirely, but I haven't attempted that maneuver yet.  Install or uninstall Internet Explorer - Windows Help - This guide talks about disabling IE11, but I'm not sure if cycling this will result in a pristine IE installation.

I'm hopping on a plane in a couple hours back to home, which is where my Win8 machine is, and I'll try it out over the weekend to see if I can reproduce your problem.  If that doesn't work, I'll be on the Microsoft campus next week.  I can talk to the IE team on Tuesday to see if they have any additional recommendations.
