hp chromebook

I have a hp Chromebook and I am downloading a program for school that requires flash. Why is it telling me my flash needs to be enabled for the system check but in settings, my flash is enabled. Please help, this is for a class assignment

My guess is that you just need to enable Flash Player in the browser:
