I'm assuming that you've tried to do a clean install, so I think the next step would be to try and fix your file/folder/registry permissions. Can you try the steps outlined in this FAQ and let me know how it goes?
How do I fix Windows permission problems with Flash Player?
Thanks,
Chris

I use Flash Player 11.3.300.268 on Windows 7 64-bit with IE9 (both 32-bit & 64-bit editions).
Can I ask you to try a different installer (but no guarantee that it will work better):
download the MSI installer from http://www.adobe.com/products/flashplayer/distribution3.html and save it to disk, then close all browser windows and run the downloaded installer.
Make sure you run the installer as an Administrator user.

If the SubInACL procedure did not clear the permission problem, then we need to find out manually where exactly the permission is wrong. The best tool for this is Process Monitor.
Can you try the following:
- download ProcMon from http://technet.microsoft.com/en-us/sysinternals/bb896645.aspx
- extract the files from ProcessMonitor.zip
- uninstall Flash Player using the uninstaller from http://helpx.adobe.com/flash-player/kb/uninstall-flash-player-windows.html
- delete all files and folders in
- C:\Windows\system32\Macromed\Flash
- C:\Windows\syswow64\Macromed\Flash
- download the latest install_flash_player_ax.exe from http://helpx.adobe.com/content/help/en/flash-player/kb/installation-problems-flash-player-windows.ht... if you do not already have it
- start Procmon64.exe
- on the Process Monitor Filter panel, specify
- Display entries matching these: Process Name is install_flash_player_ax.exe; click [Add], then [OK]
- run install_flash_player_ax.exe
- in ProcMon, click File, then Save...
Now you can try to find yourself if you can see what's going wrong, or you can send me the Logfile.PML file from ProcMon to my email address. I will send you a PM with my email address.
If that ProcMon log file is larger than 2MB or so, can you zip it up before sending it to me?
Sorry for making things so complicated, but I don't know any other way to find out what's wrong.

You might also want to try to create a new, temporary user account and see if you can get it registered there. This is not normal behavior, and very rare which leads me to believe that we're dealing with permissions in your user account or possibly at a lower level.
Out of curiosity, when you tried to register the activex by hand, did you do this from an elevated (open as administrator) command prompt?

Hi,
thank you for all answer.
When I try, about ten days ago, the procedure suggested from Pat I dont know why FP was installed correctly.
Unfortunatelly today the problem return adn I made the ProcMon log file and I jaust send it to Pat.
I hope this can help to resolve this problem (and I see in the forum that I'm not the only I have this problem!).

I have received your ProcMon log, but didn't have time to look at it yet.
Question: you write that the problem returned; what problem, exactly? Originally you were unable to register the ActiveX ocx, but now what is the problem?

When you tried to register by hand, was the command prompt elevated to admin?
It would be interesting to try these steps when registering:
- Make sure that you are logged into the computer as local Administrator, or are part of the local Administrator group.
- To identify which registry key is causing the problem use Regmon (a freeware tool published by SysInternals). Use Regmon to capture all registry access when regsvr32 is run. If an ‘OpenKey’ request fails with ‘Access Denied’ (which is listed by Regmon as ‘ACCDENIED’) then run regedt32 and check the permissions on that registry key. If necessary change the permissions on the key to grant local Administrators ‘Full Control’.
- Finally, try registering the COM object again.

Chris,

Hi to all,
yes, I have made a ProcMon and Pat have attached this in post #11.
I have redo the procedure, now I send the new zip file to Chris mail with PML file (I'm not able to attach here in the post the file).
I dont find ACCDENIED entry.
Anyway it is a nightmare!
I see that I'm not the lonely with problem of permission, I think is better if Adobe create a new update of Flash Player.
Thank you very much.
Best regards.
