Macromedia Flash 8 Video Encoder.msi

While attempting to uninstall Macromedia Flash 8 Video Encoder via the Control Panel, I get an error that the code cannot locate the Macromedia Flash 8 Video Encoder.msi file. I believe this may have been caused by iTunes installing QuickTime so, I have uninstalled both iTunes and QuickTime but I still get the following error message:

Error 1316. A network error occured while attempting to read from the file C:\WINDOWS\Installer\Macromedia Flash 8 Video Encoder.msi

Any expertise is soooooo appreciated.  Objective: uninstall Macromedia Flash 8 Video Encoder
