msvcr100.dll is missing

I have an error when I attempt launch the installer for Adobe flashplayer.  It appears to claim that "msvcr100.dll is missing" when it is not missing.  I have replaced the file specifically with a known good file in the case it was corrupted but this did not heIp

I tried Installing the Visual C++ 2010 Redistributable http://www.microsoft.com/download/en/details.aspx?id=13523
this did not help.

I have used the 64-bit uninstaller for Internet Explorer and deleted any remaining files in â—¦C:\Windows\system32\Macromed\Flash and â—¦C:\Windows\syswow64\Macromed\Flash and verified that FlashPlayerCPLApp.cpl is not found anywhere in my computer....

This has all ben done as an Administrator Win 7 Pro 64 bit.  At this point I fear I may need to reimage my computer.  I hope you have an answer that would make that unnecessary....

I also verified the msvcr100.dll is present in both C:\Windows\system32 and C:\Windows\syswow64
