I was running Flash Player 11, everything ran fine, logged on to HBO Go and was told I needed to update to 13. So I did, and flash ran but dragged a lot. I tried to do a clean install and revert to previous versions (I tried 10 and 11) in IE, Firefox and Chrome, but nothing helped. I have an old, crappy computer (Windows 7, Compaq Presario with Intel Celeron) but yesterday everything worked fine and now that I've tried to update everything is messed up. I have no idea what to do. Any help is greatly appreciated!
You're dealing with three different plugins, in two different formats (Chrome uses a PPAPI plugin and the other two are NPAPI), and one (Chrome) that CAN'T be updated from here. Additionally, the IE plug-in relies on ActiveX controls and the filtering can hamper it. The other two don't have that.
If you're seeing performance issues in all three, most likely it comes from outside the browsers, and as such, outside the plug-ins.

Click Start and go to Computer, but RIGHT click it and choose "Properties".

The Processor is the Intel Celeron CPU, with 2.00GB of installed RAM.

I had an old Celeron e-machine with 2GB RAM and it ran Flash Player 11 and 12 just fine. It's not around anymore to test with 13, but I'm pretty sure that the problem is outside of the Player and the browsers.
Have a look at updating/repairing your video drivers. http://forums.adobe.com/thread/945765
That's a place where a lot of playback issues start.

I've updated the driver (to version 8.15.10.2869) but am still having the same playback problems. Is it possible that my processor is just too slow? It's listed as:
Intel Celeron CPU 900 @ 2.20GHz 2.19GHz
The Flash system requirements page lists a minimum requirement for "2.33GHz or faster x86-compatible processor".
That's confusing to me, however, because before I installed the latest version I wasn't having these problems at all.

It may (may) be, but if you disable hardware acceleration (right click - Settings...)
And increase storage
It should help, because your processor is not that much slower than the recommended CPU.
