unable to use Flash Player to watch dvd content

I've downloaded the latest version of Adobe Flash Player on my Mac and now when I insert a DVD into my portable DVD Writer to watch on my Mac I can not figure out how to open the flash player to watch the movie. I've also enabled my flash player for Safari. My Flash version is 27.0.0.183 and my Mac OS Sierra version is 10.12.6 and my Safari version is 11.0.1.

Flash player is a web - browser plugin. Are you able to view flash content on a web browser? Please use some other player to watch movies using portable DVD Writer on Mac for example Watch and rip Blu-ray movies on your Mac | Macworld
