Way (link) to download completely stand-alone (no-network) Flash installer (current Mac OSs)?

Hello,

Is there a way (link) to choose to download the current complete Flash Player installer, rather than the small installer which then needs network access to download all components? (Mac OS 10.11)

Even manually selecting (at https://get.adobe.com/flashplayer/otherversions/), downloads the small installer.

Detail:
In the newest system here, Mac OS 10.11, Flash Player downloads from (https://get.adobe.com/flashplayer/) as a small dmg archive containing an Installer, which then requires an internet connection to download the actual (larger) Flash Player files. Ex. name: AdobeFlashPlayer_32_a_install.dmg or AdobeFlashPlayer_32_ast_install.dmg
In older (not officially supported OS 10.6), the latest flash Player always downloads from the same Adobe locations as a (larger) complete installer. Ex. name: install_flash_player_osx.dmg. (But am unsure if that installer dmg is compatible to use with 10.11+.)

(Apologies if my search terms were inadequate, but only found posts here with out-of-date info.)

If you're an individual user looking for Flash Player, your options are limited to the version that you've described.  The offline download was being egregiously abused in violation of our license agreement in a way that impacted our business in a material way, and sadly (and necessarily), fell into the "this is why we can't have nice things" category.

If you're an enteprise user, you can apply for a redistribution license for Flash Player here, which would grant you access to some additional redistributable packages: https://www.adobe.com/products/flashplayer/distribution.html
