It appears you want to license Flash Player for distribution within your organization. If so, please apply for a license at http://www.adobe.com/products/players/flash-player-distribution.html. For most use cases licensing Flash Player for distribution within an organization is free. The license is available at http://www.adobe.com/products/clients/all_dist_agreement.html.
The Flash Player Administrator Guide, containing useful information for distributing Flash Player within an organization, is available at http://www.adobe.com/devnet/flashplayer/articles/flash_player_admin_guide.html.
