FP 11.1 for Android is ancient and hasn't been updated in years. It most likely wouldn't work on the latest phones and browsers, and if it did you'd be advised not to use it as it hasn't been updated with any security fixes since it was released. I could try using a browser such as Puffin Web Browser - The fastest mobile browser with Flash support over cloud on iPad, iPhone and Android.

Adobe ended support for smart phones literally years ago! I don't know any phone that comes with it by default. You could of course look for older versions of flash player for mobile devices; Google that !
We cannot advise you on which product to purchase, you will need to do the research
