I am using flash player 21,0,0,182 on a Toshiba satellite Windows 10 laptop. Using either Firefox or Edge, after a site loads, the video does not play unless I restart the computer. Do I have a problem with the settings?

It sounds like a driver issue that rebooting temporarily resolves. I'd check to see if there are updated drivers available for your graphics hardware.
