Which flash player version are you trying to install?
Please provide the logs Where do I find the Flash Player installation log on Windows?
Also, please provide a screenshot of the error message you are getting.
For the meanwhile, You may try the offline installer. Follow these steps
1)Download the uninstaller from: Uninstall Flash Player for Windows
2) Open the page: Installation problems | Flash Player | Windows 7 and earlier
Under the heading "Still having problems" click on the specific link to NPAPI/PPAPI/Activex plugin.
3) Ensure all the browsers are closed. Run the uninstaller and then the offline installer.

No log is created in C:\WINDOWS\system32\Macromed\Flash\

I have tried with adobe flash player version 24, it was successfully installed.
Installed failed for below versions.
install_flash_player_26_active_x.msi
install_flash_player_26_plugin.msi
install_flash_player_26_ppapi.msi

Where are you downloading the msi files from?
MSI installers are available via the Flash Player distribution license at Adobe Flash Player Distribution | Adobe
If you already have a license, you must have got a mail from noreply@adobe.com with the link from where you can download the msi installers.
Are you using that link to download the files?

We have deployed successfully on 20 servers with same installable. However this is not installing on 4 different servers in windows 2003 SP2 OS.

Please provide MSI log files with verbose and extra debugging options enabled (option v = verbose, option x = extra debugging). If there are FlashInstall log files in C:\WIndows\System32\Macromed\Flash (and C:\Windows\SysWOW64\Macromed\Flash on a 64-bit OS), provide those files as well. Upload the files to cloud.acrobat.com/send using the instructions at How to share a document .
