I have removed the content from this post.  Adobe dropped support for Flash Player on Android a couple years ago.  Side-loading old versions of Flash Player puts your devices at risk from malware infections, and we strongly advise against it.

The only good solution that I'm aware of that allows you to run Flash Player on a mobile device actually runs the Flash content in a data center and streams the results back to your phone:
