Configuring Flash local storage to allow a specific site

I've been looking into finding a way to suppress a pop up from Flash player when a site uses the local storage in flash. This is a corporation so we can't just use the flash control panel, we need to be able to make the change globally across the workstations we have here via script/gpo, etc. We're on Flash Player v19.
The pop up we receive is: "Adobe Flash Player Settings - Local storage. <WebsiteURL> is requesting permission to store information on your computer. Allow/Deny"
I've read the help pages about this and the only thing I can find is that there is a file that has to be deployed to set the configuration for the flash player to allow it. Problem is, I don't want to set a globally defined file that overwrites any user defined options that they may have chosen in the past. Is there an easy way to just allow one domain to use local flash storage either by using an IE setting, or a reg setting that could be applied in HKCU or HKLM?
If not, can you please describe how other people have handled this in the past and what the best way to go about it would be when you don't know what other settings people might have set in their own user profile previously? Is there a way to specify the option from the site side itself instead of from the workstation side?
