Adobe stopped to support Flash on Android and IOS since 2011.

However there are alternatives like Puffin browser which have Flash builtin.

Check it on apple store.

Flash Player has never been supported on iOS devices.  Alternatives are browsers that render Flash in the cloud.  You can perform an internet search for this and find one.  A popular one is Puffin browser.
