How to access/use Adobe Flash Player on Surface RT

I'm using a Surface RT and trying to open am HTML file and when I do get a note to Install Adobe Flash Player.  When searching for the answer it tells me it is already installed but have to go to Manage Add-Ons.  I can't find that on my Surface RT.  What should I do to be able to open the file?
