Basically... none of them anymore.

Kindle and Samsung use Android which is no longer compatible with Flash.

iPads use iOS which has never been compatible.

There are alternative browsers that play Flash content "server side" if you need.

Android recommends "Dolphin" or "Puffin" (free in the GooglePlay store)

Apple recommends "SkyFire" (free in the AppStore)
