White bar bottom of full screen

I've been having a problem with flash content primarily on live streams but not all websites. Here is a screenshot, I've uninstall & reinstalled flash player and tested it in IE, Chrome and Firefox and can't figure out what is causing that bar.

1. System Details

Windows 7 64 bit

17 860

8 gb ram

hd5870 1gb

On my second computer this bar does not appear so I've done all the troublehsooting I can think of at this point and still can't figure out the cause, Any suggestions would be greatly appreciated.

    In case it still relevant to someone,

    Try to pressing F11.

    or

    In case you have an Intel HD Graphics card, try this one:

    1. Go to Display Settings > Advanced display settings.

    2. Click on "Display adapter properties for Display #" (Choose the affected screen in case you have two monitors).

    3. In the adapter properties, go to "Intel HD Graphics Control Panel" tab.
    4. In the "Scaling" setting choose "Maintain Aspect Ratio".

    It fixed the problem in my case.

    If you right click the bar, do you see the Flash Player context menu or your browsers?  If its the Flash Player menu, then this might be a zoom issue.  Because this occurs on all browsers, it's probably not browser specific zoom.  When you right click on the video, can you select "Show all"?  Here's a couple other things I'd try:

    1. Set your screen dpi to 100% - http://windows.microsoft.com/en-US/windows7/Make-the-text-on-your-screen-larger-or-smaller

    2. Update your video drivers

    3. Check to see if any display utilities (catalyst control, computer manufacturer software, etc.) might be interfering

    Yes right clicking brings up the flash context menu, The browser or screen is not zoomed in it is default 100% there is no select option when I right click. The context menu shows Settings, Global Settings and About that is all.

    Verified that CCC was up to date even tried a few different versions including the WHDM certified MS drivers.

    I've also followed your uninstaller and did a complete uninstall as well removed Chrome from the system and just left IE on the system. I then restarted and redownloaded Flash and the white bar is still across the bottom of the full screen videos. At this time I'm not sure what else to do but hoping for some advice to help get this problem resolved.

    Does this only occur with fullscreen video?
