WS2help.dll error when I try to install

flash player install 11x32_mssid_aih

Firefox 13.0.1

C:\Windows\System32\WS2help.dll version 5.1.2600.5512

I get 4 error windows when I try to install, each referring to the WS2help.dll file. Install does not complete. I checked two other XP Home systems and the dll file version is identical, and the install works fine on one of these which I tried it on. Uninstalling previous version then attempting to install gives the same error. Flash player 10.2 reinstalled without error.
