In FrameMaker, we define the Alt text in the anchored frame that holds the image. Choose Object Attributes in the Anchored Frame panel.

What's the output workflow? (to HTML/XML, PDF, eBook)

Do you just need HTML alt=, or also title=, and/or hovertip?

And do you need Section 508 more generally?
