Is there a way to print or export the Paragraph Catalog of a FM document? My goal is to compare the list of tags available in one document to those of another.

No built-in function, but a framescript:
However, neither framescript nor this script are free, but both are definitely worth their price. I don't know if or when there will be an ExtendScript solution for FM10.

siliconprairiesoftware.com has inexpensive paragraph and character tools that do this.
http://cudspan.net/plugins/ has free plugins and a commercial powerhouse - templatemapper

In FM9 (and I presume FM10), you can choose File> Launch
RoboScreenCapture. Then use Capture> Window or Control.

I would add that, if it's not just the Paragraph Catalog you want
listed, but a list of the items in the Paragraph Designer, then check
into the Format List plugin from Squidds:

Go to the link above and scroll down to the "Orderform US" link. It will
show a PDF that lets you order only the tools you need and not the whole
Toolbox.
Format List pumps all the data from the Paragraph and Character
Designers into a table that makes it really easy to compare your various
formats at a glance. There is a free trial.

I think that only appears if you've got TCS installed. But the general idea of using a screen capture is valid.
