Yes - lots of threads in the FM forum about watermarks.

Hi Tejas Dandekar:

Add the watermark to the master page so that it appears on all of the body pages that are assigned that master.

Two options for creating the watermark:

1. Create it in an different application (i.e., Photoshop or Illustrator) and import it or
2. Create it in FrameMaker. If FrameMaker:
   1. Click on the master page with the Text Line tool
   2. Type in DRAFT
   3. Format as desired (typically large and light gray) in the Character Designer
   4. Rotate if desired via the Graphics > Rotate
